1. I dont know how to create a website(but I have creating a website for dummies so I should be good)
AND
2. I don't know what the web site should be about(I would like suggestions)
I think I want to do a forum or someway people can communicate with each other, but im not positive on that idea either. Does anyone have any good ideas that they think will suit me?

It's a website made by the people who make the internet standards, and they have GREAT tutorials on everything from HTML, to CSS, to PHP. Which are the three main languages you should know before attempting to make a website. HTML and CSS are ESPECIALLY important, as you wont be able to make a site at all without HTML, and you won't be able to make it look any good without CSS.
After you've learned the languages, try looking at the source code of other websites for ideas on how to streamline your code and make the layout of the page half decent. But don't copy the code, because that's just cheap.
At first, the languages will probably seem confusing and hard to understand, but just give it time. Seriously. I'd quit trying to code stuff for periods of time because I just didn't understand it, and then after a while at the most random moments, it'd hit me and I'd suddenly understand perfectly.
If you still can't understand it, well, give the book a shot. I might not hurt.
And if you decide to have a forum, don't even try to make one yourself. We have Invision Free (IPB is the non-free version, and also what GSSF uses) or PHP board for that. Though you should still have a main page.
