Yes, GSW is completely free of charge. However, you'll have to wait a while since the game is still in production, and from the looks of things, it's going to be a very long time coming.

It costs $10.00 a week. If you want to join at all you have to start paying per week now.

But seriously, as Split says, its free to join, but its only online when Max wants it to be. Which isn't now.
