In the dungeon, you will land on a purple base. Go north. Keep going north even when the path splits. The first door contains a Psynergy Stone, but don't use it if you don't need it. Go east and enter the door.

Go north and climb down the ladder. You will see a gravity tunnel. Stand on the circle and use Hover to go up then east. Land on the eastern ledge. Go all the way south and you will see another purple funnel base. Stand on it and use Cyclone.
