Paint.NET is an open source photo and pictture editing software, that you can get for free. Many of it's forum's members have already made TONS of plugins, including one that allows you to render 3D objects. So it's like having Photoshop and Autodesk 3Ds MAX 9 all wrapped up in one.
You have layers, a recolor tool, a freehand selescting tool, a freehand shapes tool, a regular selecting tool, a regular shapes tool, color selecting, zoom, and a few others already built in. It already has filters and enhancement thingies built in as well, like a red eye reduction tool, or an RGB adjuster thingy.
I'm currently using version 10 Beta 2 (the newest release), but the newest final release is Version 8 (don't know what happened to 9). And if you have a program or IDE for reading C++ and C# (it's coded mainly in C# with a little bit of C++) then you can download and read it's source code, and even alter it for your own personal use.

I'm currently working on a new sig in it.

    Paint.NET Home

Go to the forums for the plugins.

Photoshop isn't free. And even photoshop doesn't have some of the features that the plugins for this can offer.

But this is also what I use to make those sig thingies, if anyone was interested. It's got a really good image resizer.
