Wtf happened to Arthas? He was corrupted by trying to help his people, and ended up slaughtering them all. Arthas should totally be no. 1. As for Ridley, somewhere around 7.

List is quite fond of one scene wonders too, see The Balrog and Grand Moff Tarkin ('took me a while to remember who Tarkin was he's that insigificant xD)

And Syndrome is on this list? Don't get me wrong, the Incredibles was a cute movie, but nothing that warrants a Top 100 greatest villains list.
I personally think Nurse Ratchett from One Flew Over the Cuckoo's Nest should be up there. Along with Alec from Tess of the D'Urbervilles. If any of you have read it, you'd understand where I'm coming from.
