Yeah, it did become a 'moon' of sorts. I think when alchemy was sealed away, it caused an unstable effect on the land, and to save themselves the Anemos(ians) levitated their city into the air, leaving a big crater.

Fly your boat up to Loho, fly it up on land, and move it as far south as you can while still on land. Hold the d-pad in SE direction and exit the boat. You should hop over the mountains and be able to walk around the ol' stompin grounds. But Vale and Mercury lighthouse are the only buildings visible. The rest were left out since they can't be seen from the normal walking area.
