well i dont seem to have it
on all the walkthroughs i have to look on babis desk and i dont recall him giving it to me....

Yeah, after you beat Colloso, go to Babi's Palace. In one of the rooms (and there are quite a few rooms), you'll find him in his bed and the cloak ball will be on a desk on the left. He will "lend" it to you...
But I'm not sure exactly where... sorry

You find his bedroom and talk to him and he will let you borrow it. You don't have to give it back though. ^_^
