is it possible that take a picture of your drawing using a webcam and edit it with photoshop that will look like a scanned picture?

Generally, Webcam quality is not very good. It is much better to use a Scanner or Digital Camera.

There's an old trick in photoshop to make pictures look like sketches, you can try it.
Open the picture
1) Ctrl + J
2) Ctrl + U, Put saturation to 0
3) Ctrl + J
4) Ctrl + I, set layer type to Color Dodge
6) Filter > Blur > Gaussion Blur, settings somewhere around 2 - 7 pixels.
I'll try it with the one you've already taken.
Open the picture
