Actually for a link to a picture, I suggest using the newest and proper code:

<a href="url.ext" title="description about link"><img src="image.ext" alt="description incase picture can't be loaded" /></a>

Self closing image tag with alt attribute. Title attribute for the link element.

You're supposed to define that in CSS.
