      Let's things scroll under it?

      Huh?

      Is your page going to be different lengths?

      If not, you could just use the position: fixed attribute. If the page width will change, you could use the position: absolute (bottom: xxx; left: xxx;) attribute.

      What purpose do you want to have? Screenshot, please.

          Wouldn't the bottom thing be a person on the bottom of the bungie line?

          Probably just mess around wiht tools. Or edit. If it blows up your browser (How the bloody heck would it do that?) don't blame me.

                Use fixed positioning.

                For IE, this won't work. You need to use absolute positioning or google another method of fixing positioning in IE.

                #menubar {
                position: fixed;
                bottom: 15px;
                left: 200px;
                }

                <div id="menubar">Blah Blah Blah, etc</div>

                That div will be 15px up from the bottom and 200px left. It will remain there, on top of everything unless you set the z-index to something else.
