Ashnard killed his brothers, sisters, father and mother just so he could rule as king. He brought war with humans and Laguz (half human half beasts), and assassinated the apostle 20 years and framed it on a bunch of other Laguz so that they were all killed.

Vaati from Zelda is a good one. He's virtually the same as Ganon but... more witty..?
Oh yeah, and if you're going to have BOWSER be in there, you might as well put Alex in, too. :P Alex is much cooler and evil than Bowser. :P

More like he was lazy. He always had the Proxians doing the work for him. Plus, he wasn't the one going around killing everyone.
Emperor Geldablame from Baten Kaitos had tons of people from a village killed just because they wanted more off time from working in the mines. Thats evil.

He used the Proxians because it's easier to let other people do you work FOR you, when they already wanted to basically do the thing you wanted to accomplish. This way, Alex wouldn't be the center of attention like Saturos and Menardi were. And it almost worked too, he almost got Alchemy's power, and as far as we know he cheated death and still has a portion of Alchemy's power in the end.

However, personally, I think a villain should be judged on how close they get to completing their g oals.
Kefka destroyed the world, reshaped it the way he wanted it, destroyed entirer scities with his ray, and had a cult following that worshipped him as a god.
Kefka's goal was to make humanity lose all hope, and he got pretty damn close to that.
