I've gotten an error like that when trying to install a game from a DVD. It turned out that the disk was smudged. So, it sounds like you're getting corrupted files or your computer is unable to read the files (probably the RARs) for whatever reason.
So that's what it is. As for how to fix it, I have no idea, because you aren't reading these from a disk and you claim to be getting it from a lot of things.

Not surprised as far as torrents go. I'd suggest looking for a higher quality tracker if possible when it comes to that.
For everything else, schedual a disk check by going to 'My Computer', right clicking on your main drive, going to the tools tab, and clicking 'Check Disk'. When the disk checker window appears, check both of the checkboxes, and click Start It'll probably say that you can't run it without restarting, but that's fine. Tell it to schedual one for the next startup. Do the same for your other hard drives before restarting, and then restart your PC.
If that doesn't work, get Advanced System Optimizer. I've got the trial, and it's pretty good. There oughta be something in there that could fix the problem.

Some torrent programs will do data integrity checks for you and redownload any pieces that are corrupted or invalid. Otherwise, it may be that your hard drive is failing and corrupting files as it goes.
