I've run into a problem. Apparently, names can't be changed as long as someone else occupies it - i.e. even if it is not displayed, if it is being used to login, that means only one person can have it at a time.

Doing this would mean people would have to change the usernames they input to login into GSSF, not just how it is displayed.

Name change by admin changes the display name and login name at the same time, like you did. The name changer in the User CP only changes display name, so you still have to log in under the same name after you use it.

Actually Split, that's half true. As an Admin, I can specifically change one or the other - I have to manually change both the display name and the login name to be the same. In other words, if people want to go through with this, they'll have to also login in with (someone else's) name.
