what do we do to get different rate passwords, i mean, i finished my golden sun with a gold password, what should i have done different if i just wanted silver? (or bronze) does it have to do with the side quests like beating deadbeard and getting all the djinni? its cause i did it all, maybe its it... anyone can confirm it for me?

No, those differenet medals (gold, silver, and bronze) mean what amount of data is transferrred. You have the option to use any of them when transferring your data from GS1 to GS2, but the Gold password will transfer everything.
