Ahhhhh. You, my friend, have landed on my specialty.
Well, the first thing you need is a MIDI sequencer program. There are a few free ones available online, but if you're looking for real MIDI composing, you'll probably need to shell out $150+ for a good sequencer program. (Google!)
Although with most MIDI sequencer programs these days you can place notes in a point-and-click fashion, you'll need to know how to read music. (I tend to use a keyboard for composing and use point-and-click for editing.)

If you are looking for conversion, try http://mediasoftware...d/freestuff.asp
Click AcidXpress. You can create loop-based music, but you should also be able to open up a .wav file in it and then convert to .midi.
I think you have to go to File>Render As... or something along those lines to convert it. You should be able to figure out how to insert the actual files into a project through the help menus.

Ah, thanks. However, I've also been wondering about how to make mp3 files. Can you tell me that too, please?

You can't really make mp3's like MIDIs, since they're real sound. Try getting into a local music band and record the songs to make a practical mp3, for example.
EDIT: Also, try recording your voice. Even though it's a little below decent, it's an okay example of an easy mp3.
