It's in Contigo, the town before jupiter lighthouse. You'll need the teleport psynergy and all djinns to get into the sanctum.

In the center of Contigo, there is a teleport pad. Use this to get to Anemos Sanctum. However, you will need all 72 djinni to get into the Sanctum so you have been warned. Also in the sanctum is Iris, the best summon in the game, if you didn't already know.

I also have a question about it, does anyone know how much HP Dulahann has? I've beaten him but never took the time to figure it out...
