If you mean the girl behind the counter I don't think she looks like Menardi. Maybe just the hair.

The girl behind the counter sort of looks like Menardi but yeah, just cause of the hair.
If you narrow it down to the basics, it is a very simple character design so, it's really easy for any random character of any random game to look like her.

Well since "tales of destiny" is by camlot also so there might be a confusion but that's not Menardi.
