BUT
how do I get a table to stay at the bottom of the browser...as in ALWAYS AT THE BOTTOM NO MATTER WHAT and let things scroll under it...

Is your page going to be different lengths?
If not, you could just use the position: fixed attribute. If the page width will change, you could use the position: absolute (bottom: xxx; left: xxx;) attribute.
What purpose do you want to have? Screenshot, please.

Use fixed positioning.
For IE, this won't work. You need to use absolute positioning or google another method of fixing positioning in IE.

#menubar { position: fixed; bottom: 15px; left: 200px; } <div id="menubar">Blah Blah Blah, etc</div> That div will be 15px up from the bottom and 200px left. It will remain there, on top of everything unless you set the z-index to something else.
