That's oddly phrased. By strongest, you mean by providing the greatest defense, no? I try to avoid questions regarding items ("best weapons" and such) since they are subject to opinion. Also, note that Asura's Armor, if I recall, heals 5 HP per turn for the character it's equipped to. So, that can also count as a "strength", and that's not even counting those that give added elemental strength or resistance!
