It affects all of them, its just a case of how high the boss'/ monsters luck is. If its high, its unlikely for it to be affected.

well actually the effect does not work on any other boss monsters except the lizards in the suhulla. Its poinson effect only seems to get them it took me awhile to figure it out but i did.

as for the sections in vale include mabye like 2 to 3 sections (not including houses)

Answer: Supernova due to the fact Wind has more of a disadvantage to fire than Earth and thus a Jupiter Adept is killed much faster if faced with fire element.
